YouTrack Cloud is a cloud-based web application hosted by JetBrains.

Annual subscription and additional users
Annual subscriptions are prepaid. With an annual subscription, customers pay in advance to use YouTrack with a fixed number of users at a discounted rate.
They can purchase additional users to add users on top of the prepaid limit. The options to add users to a paid subscription are via customers' JetBrains Account, in YouTrack Global settings - License Details, by contacting JetBrains sales, or by JetBrains reseller.
The annual subscription is prepaid, so the decreasing number of users is only available at the end of the current subscription period.
Helpdesk pricing
Customers can start using the YouTrack Helpdesk for free with 3 support agents and unlimited reporters. Starting from the 4th agent, the price per agent in the subscription is fixed at $4.50 per month and doesn't change with the number of agents. Each support agent also requires a user license. For example, if a team consists of 30 members and 25 of them are regular users and 5 are support agents, customers will pay for 30 users and 5 support agents for their YouTrack subscription.
Changing the number of paid support agents works the same way as changing the number of users.
