Can we make changes to the license transfer/merge forms?

No modification to the form is permitted.

License transfer is provided by us as a free service. JetBrains acts as a facilitator in this transfer process. The transfer is undertaken at the request of the Transferor and Transferee, and is not initiated by JetBrains. We provide this administrative function, typically without levying a specific fee for it, as a courtesy to our customers to help them manage their assets or rearrange their organizational structure as required.

Therefore, JetBrains will only accept the use of its standard, unaltered License Transfer/Account Management forms. These templates are designed to ensure the necessary legal requirements have been met and facilitate a smooth transfer process. We receive such a large number of these types of requests every day that allowing negotiation on a case-by-case basis would be impractical.
