What are restricted territories?
Restricted territories are countries or regions where the sale, distribution, or use of JetBrains products is prohibited due to applicable laws, such as Export Control Laws. These laws encompass economic sanctions, export controls, import regulations, and trade embargoes imposed by authorities such as the European Union and the United States (see Channel Partner Agreement – GTCs, Section 12.2).
The specific list of restricted territories is determined by these international laws and regulations and is subject to change. It is not explicitly listed in the JetBrains Partner Agreement. However, as an example, restricted countries may currently include (among others):
- North Korea (Democratic People's Republic of Korea).
- Iran (Islamic Republic of Iran).
- Cuba (Republic of Cuba).
- Syria (Syrian Arab Republic).
- Russia (Russian Federation).
- Belarus (Republic of Belarus).
- The Crimea region.
- The territories of the so-called entities of the Donetsk and Luhansk People's Republics.
- Non-government-controlled areas of the oblasts of Ukraine, such as the Kherson and Zaporizhzhia regions.

Partners are strictly required to comply with all applicable Export Control Laws. This includes ensuring that JetBrains products are not sold, downloaded, transferred, exported, or re-exported – either directly or indirectly – to or within restricted territories, or to sanctioned individuals or entities (GTCs Sections 12.2 and 12.3). Partners are expected to conduct appropriate due diligence to ensure compliance.
JetBrains reserves the right to suspend licenses or cancel orders if fulfillment is likely to result in a violation of these laws (GTCs Section 8.6(d)).
