Why can we, as a reseller in the ROW region, not sell licenses to the US?

The JetBrains Partner Program is structured territorially. Your Partner Agreement designates a specific territory (recorded in the Partner Portal) where you are authorized to resell (GTCs Section 3.1).

 Why?

  • Compliance: To follow local laws, tax rules (like VAT/sales tax), and export regulations in each region. 
  • Operations: JetBrains uses different regional company entities (like JetBrains Americas for the US) for sales and invoicing. 
  • Channel integrity: To maintain consistent regional pricing and discounts. 

That’s why ROW (rest of world) partners cannot sell directly to US customers. Only partners specifically authorized for the US market can sell to US customers. 

What if you need to sell outside your territory? 

Selling outside your assigned region requires a separate arrangement with JetBrains, and potentially a separate agreement or account. Discuss any cross-border sales needs with your JetBrains channel manager. 

Any violation of these territorial rules is considered a serious breach of your agreement.
